Call for the Resumption of the Periodic Review of the Republic of Lebanon
Executive summary:
Cedar Centre for Legal Studies (CCLS) and Alkarama Foundation (ALK) call on the United Nations Committee against Torture to resume the periodic review of Lebanon, which has been pending since the Committee’s last examination in 2017.
The letter highlights the continued allegations of torture and ill-treatment, the outstanding second periodic report, and concerns regarding the implementation of previous recommendations and Lebanon’s Law No. 65/2017. It also refers to recent documented cases demonstrating the continuing need for effective safeguards, independent investigations, accountability, and access to justice and reparation for victims.
CCLS and ALK therefore urge the Committee to resume its review of Lebanon, assess the implementation of its previous recommendations and Law No. 65/2017, and examine the protection of persons deprived of their liberty and the effectiveness of investigations into allegations of torture, ill-treatment, and deaths in custody.
